Whereabouts are you seeing it? If it is beside apps or songs in iTunes or the App Store it means the content was previously downloaded from the cloud and can be again by tapping on it. Am I confused? The Apple ID must be the same, regardless, to have purchase history for that account. If the app was not purchased on the currently signed-in Apple ID, then it will not show up on an unrelated Apple ID under the purchases list. Be sure you are using the same Apple ID. However it does work via the old iTunes 2.
